The Federal Ministry of Housing and Urban Development has inaugurated Performance Management System (PMS) Day to track productivity of its employees weekly.
At the inauguration ceremony at the headquarters of the ministry in Abuja, Dr Marcus Ogunbiyi, Permanent Secretary,, said PMS is crucial to having a responsive and innovative civil service for the attainment of national development.
He noted that the initiative aligned with the directive from the Office of the Head of the Civil Service of the Federation HoCSF designating every Thursday as PMS Day across Federal Ministries, Departments, and Agencies.
The News Agency of Nigeria (NAN),recalls that the PMS is one of the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025, (FCSSIP25) .
PMS was introduced to replace the
Annual Performance Evaluation Report (APER) used to evaluate civil servants.
The Permanent Secretary emphasised that the PMS is not merely a bureaucratic formality, but a transformative tool designed to foster a performance-driven culture within the civil service.
He said the PMS framework is aimed at improving accountability and productivity by systematically planning work, setting targets, and measuring outcomes.
Ogunbiyi stated that institutionalising the PMS is critical for enhancing the public service’s overall performance and achieving national development goals.
“The launch of PMS Day underscores the Ministry’s commitment to delivering high-quality services and reinforces its position as a leader in implementing Federal Government reforms.
“The PMS will serve as a benchmark for other ministries, aiming to establish a public service that is responsive and innovative.
“As the Ministry sets aside every Thursday for performance management activities,I encourag all staff to engage seriously with the process, identifying areas for improvement and celebrating successes.”
According to Ogunbiyi,the initiative marks the beginning of a transformative journey for the ministry.
“It will elevate our service delivery standards, enhance accountability, and build a positive culture of productivity, consequent management and continuous improvement in both personnel and institutional performance.
“It will also ensure appropriate linkage of key government tools towards the attainment of national development goals and entrench a merit-based system in the public service.
“As a matter of fact, institutionalising PMS is a cornerstone for our efforts to transform the entire Nigerian public service as a result-based and performing institution,” he said.
Ogunbiyi called for collective responsibility among all levels of staff, urging senior management to lead by example and inspire their teams.
He expressed confidence that the successful implementation of the PMS would enhance the Ministry’s contributions to Nigeria’s housing and urban development sector.
